Approve Resolution for Impact Fee Fund Disbursement from the Hillsborough County Board of County Commissioners for Construction, Construction  Management and Design for Middle School "TT" on Balm Road (CR 672), east of US Hwy 301 in the South County Region

EXECUTIVE SUMMARY

Based on existing growth at Eisenhower, Shields and Barrington Middle Schools and to support future growth in the area, the School Board of Hillsborough County will be constructing Middle School "TT" on Balm Road (CR 672), east of US Hwy 301 in the South County Region.  This property was dedicated and accepted by the School Board on November 19, 2013.  Middle School "TT" is scheduled to open in August 2016 for the 2016-2017 school year as reflected in the School Board's approved 2013-2014 Five Year Capital Outlay Plan.

Hillsborough County's Consolidated Impact Assessment Program (the Impact Fee Program) requires that the School Board approve a resolution for disbursement of Impact Fee Funds held by Hillsborough County for expenses related to construction, construction management and design for new school facilities.  Estimated construction and capital equipment for Middle School "TT" is $31,622,837 and the School Board's Impact Fee Account available balance is  approximately $26,000,000.  By approval of this Resolution, the School Board is requesting to draw funds for the current Impact Fee balance and future withdrawal requests for the remainder of the expenditures up to $31,622,837.  The Resolution is also granting permission to District staff to submit future withdrawal requests to retrieve the balance of these funds from the District's Impact Fee Account as these funds become available at the County.

The Resolution will approve the School Board of Hillsborough  County to receive $31,622,837 in impact fees for construction and related qualifying expenditures fees from Hillsborough County Board of County Commissioners for Middle School "TT" as these funds become available in the impact fee account.
