Approve the Proposal Submitted by Verizon Wireless, Inc. for Cellular Telephone Services - Request for Proposal # 13090-MST Mobile Communications Services, Devices, and Accessories (Business Division)
EXECUTIVE SUMMARY
The Universal Service Schools and Libraries Program, commonly known as “E-Rate," helps schools and libraries to obtain affordable telecommunications services, broadband Internet access, and internal network connections.  The E-Rate program is administered by the Universal Service Administrative Company under the direction of the Federal Communications Commission (FCC).  Discounts for support depend on the level of poverty and whether the school or library is located in an urban or rural area.  The discounts range from 20 percent to 90 percent of the costs of eligible services.  E-rate program funding is based on demand up to an annual Commission-established cap of about $2.3 billion.

FINANCIAL IMPACT (Budgeted:  Yes)
These funds are, or will be, included in the General Fund Budget in an approximate amount of $120,000. The district staff will follow the E-Rate procedures to ensure eligible services receive the current maximum rebate of 73 percent. The value of cost avoidance, due to E-Rate funding, is approximately $86,400. The value of savings, over previous year's prices, is approximately $18,800 per year (based on payment of 27 percent of the total non E-ratable fee).
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
