Approve Sixth Amendment to Primary User Agreement Between the University Area Community Development Corporation, Inc. and the School Board of Hillsborough County for Classroom Space at the University Center for Adult and Community Education Classes

The School Board of Hillsborough County and the University Area Community Development Corporation, Inc. (UACDC) entered into a Primary User Agreement on December 11, 1999.  This Agreement provided seven classroom spaces at the University Center for Adult Basic Education (ABE), General Education Development (GED), English for Speakers of Other Languages (ESOL), and Family Literacy classes.  The University Center has the facilities to service both the adult programs and the services for the young children in the family programs.

The current lease term will expire on June 30, 2014, and both the district and UACDC have agreed on a three year extension from July 1, 2014, to June 30, 2017.  Annual rent from July 1 to June 30, 2015, will be $137,684; July 1, 2015, to June 30, 2016, will be $144,815; and July 1, 2016, to June 30, 2017, will be $146,069.  The initial year's rate has remained the same as the final year on the current agreement and will increase 3% per year until 2017.

Annual rental expenses for classroom space at the University Area Community Center for adult and community education programs are included in the divisional workforce education budget.  Termination provisions are included in the Primary User Agreement (Attachment A, Section 20, Page 19), that allow cancellation of the lease if workforce funding is no longer available.
