| Approve the Piggyback of Request for Proposal (RFP) # S-877LR, Purchasing Card Services Between the School Board of Volusia County and Regions Bank (Business Division) | |
| EXECUTIVE SUMMARY | |
| The existing agreement, approved by the Board on November 21, 2006, for Purchase Card Services, has proven to be an efficient means of acquiring and paying for certain products and services, while generating rebates to the district. On November 8, 2011, the Board approved the Amended Purchase Card Service Agreement, which currently yields a rebate average of 1.55 percent based on our quarterly expenditures. The new agreement term shall be effective until June 30, 2018. The Superintendent is authorized to approve the renewal agreement, per the terms of the specifications.
The Florida Department of Education (FLDOE) Purchasing Rule 6A-1.012(6) allows purchases from contracts awarded by other government agencies, district schools boards, Department of Management Services (DMS), etc., at or below specified prices. |

| There are no additional fees associated with Purchasing Card Services. Year-to-date revenue is $658,112 for 2013/2014, for the combination of purchasing card rebates and electronic payables and our rebate was $688,249 for 2012/2013. | |
| EVALUATION | |
| Contract administration or evaluation is performed by the P-Card Manager. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contact. | |
