Approve the Agreement for Technical Services with Harland Clarke Corporation (Scantron Survey Services) (Information and Technology Division) | |
EXECUTIVE SUMMARY | |
In the 2012-2013 and 2013-2014 school years, the principal and assistant principal (AP) evaluations were redesigned to include a 360-degree survey to assess performance on the district school leader competencies. Teachers and principals completed the survey by responding to questions related to each of the competencies. As a result, principals and assistant principals received very detailed reports highlighting their strengths and areas of opportunity, which allowed them to write performance goals for the next school year. Principals were assessed using the VAL-ED survey from Discovery Education. Assistant Principals were assessed using the Scantron AP assessment.
As we move forward with school leader evaluations, all Principals and Assistant Principals will be assessed using the Hillsborough County Public Schools School Leader Competency Rubric through a 360-degree model to include input from teachers and the principal. The assessment will be administered by Scantron Services during the months of March and April and school leaders will continue to receive detailed reports indicating strengths and areas for growth based on our competencies. Feedback from teachers completing both the principal and assistant principal surveys was used to form the decision to move to a single format that is user-friendly and requires less time for each teacher to complete. The total cost for this three-year project equals $195,723 and is split between the Empowering Effective Teachers Grant for $80,482 and the District Demonstrated Effort project 4146 (general fund match) for $115,241. | |
EVALUATION | |
Feedback from principals and assistant principals will be used to assess the quality of the information received through the Scantron reports. Survey results will be used to determine improvement in principal practice. | |
