Accept the Fifth Amendment with the Lowest and Best Proposal Submitted by Cambridge Education, Invitation to Negotiate (ITN) #9171-DST Teacher Evaluation Training (in the Charlotte Danielson Framework)  (Information and Technology Division)
EXECUTIVE SUMMARY
On March 9, 2010, Hillsborough County Public Schools (HCPS) contracted with Cambridge Education (CE) to provide training to administrators, peer evaluators, mentor evaluators, and district personnel in the Charlotte Danielson Framework.  The training was extremely successful and now includes in-field calibration of observers.  Since 2010, principals, assistant principals, peer mentors/assessors, and district staff participated in face-to-face training in the Teacher Evaluation Program based on the Danielson Framework.  Participants then completed multiple rounds of live observations with CE coaches to practice implementing the framework.

Beginning in September 2014, Cambridge Education (CE) will review observers' progress in implementing the rubric in which they were trained.  Five to six CE coaches will conduct half-day/full-day, onsite visits to assess the progress made by administrators, peer evaluators, and mentors in implementing the Teacher Evaluation Framework.  The coaches will conduct two to three joint lesson observations with the observers recording individual component scores on each visit to ensure that they continue to rate lessons accurately.  All observers must successfully complete this exercise in order to continue observing teachers.  This contract is for the 2014-2015 and 2015-2016 school years.  Cambridge Education has provided HCPS with a 5 percent discount for continuing the partnership and approving a multi-year contract.

Budgeted funds not to exceed $472,474 will be available from the Empowering Effective Teachers grant, the Race to the Top grant, and the Teacher Incentive Fund grant for each year of the contract.
EVALUATION
Participants will evaluate the training and provide feedback to district staff.  The Professional Development Office will meet with Cambridge staff to discuss the progress of the calibration.
