Accept the Piggyback of Invitation to Bid (ITB) #14-076N Classroom and Office Consumables Between School Specialty and the School Board of Broward County, Florida (Business Division)
EXECUTIVE SUMMARY
School Specialty provides over 100,000 educational products, including major brands and proprietary materials.  They are unique as they offer 15 different catalogs with items from art and crafts supplies to science, math, and sports.  Since January 2011, schools have been utilizing an internet web site built to Hillsborough County Public Schools (HCPS) specifications, where all catalogs are combined.

If approved, HCPS will be utilizing the School Board of Broward County, Florida agreement to purchase classroom consumables, with a fixed percentage discount of 15 percent off the educator price (this discount is equivalent to a 36 percent off list price) and 30 percent off the list price for equipment.

The initial term of the contract is for 3 years, beginning June 16, 2014, expiring June 30, 2017, and may be renewed for 2 additional 1-year periods.  Applicable Florida Department of Education (FLDOE) 6A-1.012(6) and district policy allows purchases from contracts awarded by other government agencies, district school boards, Department of Management Services (DMS), etc., at or below specified prices.  This contract may be renewed by the Superintendent, per the terms of the specifications.

Expenditures were $785,086 for fiscal year 2013/2014, and $801,990 for fiscal year 2012/2013.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
