Approve Amendment #0006 to Contract #LK170 Between the State of Florida, Department of Children and Families, Refugee Services and The School Board of Hillsborough County, Florida (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
The original three-year cost reimbursement contract (October 1, 2012, through September 30, 2015) provides child care services for refugee families resettling in Hillsborough County.  Refugee clients are referred for service by local resettlement agencies under contract to the Department of Children and Families (DCF).  Amendment #0006 decreases the total three-year contract amount by $263,143 for state fiscal year 2014/2015 and $87,715 for state fiscal year 2015/2016 due to the Office of Refugee Resettlement federal fiscal year 2015 award reductions.  In addition, it revises contract language for federal fiscal year 2015.  The new contract amount is estimated not to exceed $2,605,942, subject to the availability of funding.

It is the practice of the State of Florida, Department of Children and Families, Refugee Services to sign any negotiated contract after it has been signed by the licensee.

FINANCIAL IMPACT (Budgeted:  Yes)
The new total contract amount is $2,605,942.  The previous total initial contract amount was $2,956,800, which was to be disbursed equally over a three-year period for the amount of $985,600 each year.  The funding level for the first and second federal fiscal years (FFY 2012/2013 and FFY 2013/2014) was $985,600 each year; however the funding amount for the third year (FFY 2014/2015) has been changed to $634,742.  During this third year, $556,128 is to be used for direct child care services for approximately 139 children at an average annual rate of $4,000 per child. A total of $78,614 covers the cost of program implementation.
EVALUATION
This contract and any amendments and/or renewals made a part, thereof, are audited by the Department of Children and Families, Florida Office of Refugee Services during the performance of said contract.  Funding for the Florida Office of Refugee Services is provided by federal dollars, which flow to the Early Childhood School Readiness Programs to purchase child care in Hillsborough County for refugee children.  There is no district-generated revenue used for this purchase.
