Approve the 2015-2019 Five Year Facilities Work Plan

EXECUTIVE SUMMARY

Florida Statute requires each school district to develop and approve a district five-year capital outlay work plan.  The plan must be submitted to the Florida Department of Education (FDOE) prior to October 1st of each year.  The plan must include a schedule of all major repairs, renovations, and new construction projects planned, which includes information about class size and the use of portable classrooms in the school district.  The capital outlay revenues of the district must also be projected.  The Capital Outlay Full Time Equivalent (COFTE) projections are generated by the FDOE based upon cohort projections from the annual live birth rates within the county. 

As required by the interlocal agreement for School Facilities Planning, Siting and Concurrency, the tentative work plan was provided to Hillsborough County, the Planning Commission and the cities of Tampa, Plant City and Temple Terrace for their review and comment.  The plan was presented to the Planning Commission for a finding of consistency with the comprehensive plan.  Comments received from the reviewing agencies have been attached and are found following the plan document (pages 54-69).   

The attached work plan is presented in the Department of Education format and has been updated from the tentative plan to reflect the most current information available. Projects shown on the tentative plan have changed minimally, to reflect projected PECO maintenance funds for all 5 years of the Plan.    

Also, attached (page 43-53) is a listing showing the individual projects and revenues included in the work plan.

The plan identifies $205,310,259 in funded maintenance and major repair projects.  An additional $72,813,602 from impact fee collections is planned to be allocated for new construction projects.  This capital will be used to fund the remainder of Middle School “TT” in Balm, a classroom addition at Lennard High School, and a K-8 school in south Hillsborough expected to be located Waterset community.   A portion of the impact fees will also be allocated to partially fund the Meacham Middle School within the Encore community in downtown Tampa that is planned to open beyond the five year horizon of the current plan.  Remodeling projects totaling $327,122,690 were identified, but remain unfunded.
