Approve the New Evaluation Rubric for Principals to be Used Beginning in the 2014/2015 School Year
EXECUTIVE SUMMARY
As part of the Empowering Effective Teachers (EET) project and the Hillsborough Principal Pipeline (HPP) project, a district committee of principals, assistant principals, and district staff met throughout the 2013/2014 school year to re-design the tool used to assess principal practice. Prior to the rubric, principal practice has been assessed using the Vanderbilt Assessment of Leadership in Education (VAL-ED). The VAL-ED is a survey that assesses important leadership areas but does not assess leaders on the Hillsborough County Public Schools school leader competencies which define the role of principal in the district.

Based on feedback from principals and the need to align the assessment to current competencies, the committee designed a comprehensive rubric to replace the VAL-ED survey. The rubric will allow evaluators to more effectively assess the five key leadership competencies and twenty-six key elements that are already part of the HPP through selection and hiring processes, as well as the assistant principal rubric that has been used for the past two years. The rubric is modeled after the other rubrics currently being used to assess the practice of instructional personnel. It is a four-scale rubric that describes practice using a continuum of performance levels. It provides specific language and examples that will allow for consistency between raters, as well support the ongoing growth and improvement of principals.

The rubric has been vetted and approved through committee members, all principal councils, and superintendent’s cabinet. It will serve as 45% of a principal’s overall evaluation score with the other 55% coming from a Value Add Score, Human Resource Score, and School Operations Score.

The rubric truly defines the role of principal as instructional leader in Hillsborough County Public Schools.

EVALUATION
Feedback from teachers, area leadership directors, principals and assistant principals will be collected and reviewed by Principal and AP Evaluation Committee to determine usability of new rubric and impact on practice.
