Approve Appointment of the Construction Manager for Classroom Addition at Lennard High School

A 20-classroom addition is proposed for Lennard High School to alleviate overcrowding at East Bay High School and assist in accommodating growth impacting Riverview and Lennard High Schools. The addition will open in August 2015 for the 2015-2016 school year.  On April 29, 2014, the Board appointed Holmes Hepner & Associates Architects, Inc., the designer of record for Lennard High School, to provide the needed design services.  Appointment of a qualified construction manager for the project is required.

Florida Statutes and School Board policy outline the process and requirements for selection of architects, engineers, and construction managers. Attachment A summarizes the process. The process provides for the identification of the most highly qualified firms by a Professional Services Selection Committee that includes representatives from several District divisions and the community.  Attachment C identifies the specific committee members participating in this selection and the organization represented by each.

Eleven firms responded to the solicitation.  The solicitation is included in Attachment B.  Attachments D and E record the results of the Committee's evaluation of these firms at each phase of the process.

Staff has successfully concluded negotiations with the firm deemed most highly qualified by the Selection Committee to provide the required services. Based on the Selection Committee ranking and successful negotiations, staff recommends appointment of Pinnacle Construction Support Group, Inc. to provide construction management services for a fixed fee of $179,838.

The construction budget is $3,850,000, to be funded by Impact Fees.
