Approve a Lease Agreement, Operational Agreement and Construction Agreement Between the School Board of Hillsborough County and Metropolitan Ministries, Inc. for the Development of an Educational Facility |

EXECUTIVE SUMMARY | |
Pursuant to a 2010 agreement, the District operates a school serving approximately 60 students for Metropolitan Ministries in a YMCA building adjacent to Metropolitan Ministries. To provide additional capacity and a dedicated facility, Metropolitan Ministries is working with District staff to develop and construct a new educational facility to be named the Patricia J. Sullivan Metropolitan Ministries School (the "School") at 2202 North Florida Avenue in Tampa. The new facility will provide capacity to 150 students. The Lease Agreement sets the terms under which Hillsborough County Public Schools will use the School; length of initial term of the Lease of ten (10) years. In lieu of a rental fee, the School Board will staff and operate the School. The Construction Agreement reflects each party's responsibilities to complete the development and construction of the buildings and improvements as an educational facility. The Operational Agreement sets forth the School Board's responsibilities, authority and discretion to operate the School in accordance with its policies and all applicable laws and regulations. Per the School Siting Procedures outlined in the Interlocal Agreement with the City of Tampa for School Facilities Planning, Siting and Concurrency, the District held a school siting community meeting at the Metropolitan Ministries’ Community Room on August 25, 2014. In addition, the district coordinated and received the required school siting comprehensive plan consistency finding reports from the City of Tampa and the Planning Commission (attached). |

In lieu of rent to Metropolitan Ministries, the School Board of Hillsborough County will continue to operate and staff the School, supply technology infrastructure equipment costing approximately $190,000, and supply educational supplies and furniture.
