Approve the Agreement for Technical Services with Cross & Joftus, LLC to Conduct Team Assessment, Design, and Capacity-Building for the Student Services Division, as Required by Provisions of the Project Prevent Grant (Student Services Division)
EXECUTIVE SUMMARY
Hillsborough County Public Schools (HCPS) is working to expand its capacity to serve schools experiencing pervasive violence utilizing a holistic and whole team model to provide the comprehensive supports needed to positively impact 21 schools in need of strategic support.  This work is made possible as HCPS is the recipient of a United States Department of Education “Project Prevent Grant."

Working collaboratively with several other district divisions, the Student Services Division is a central team in supporting the district's efforts to serve the project’s schools. Representing guidance counselors, attendance, health services, psychological services, social work services, and Multi-Tiered System of Support/Response to Intervention supports, the Student Services Division is well-positioned to provide the strategic wrap-around supports needed at each school to build a healthier and safer school climate that reduces the incidence of violence in each school.

The Student Services Division is working to build its capacity to strategically plan and coordinate efforts on a school by school basis, and to respond in an impactful way when there is a risk or indication of violence surrounding a school. As a part of this work, division staff endeavor to understand how well each of the teams within the division are aligned and coordinated in order to support schools effectively.

Cross & Joftus will support this effort by completing an assessment of services provided by the Student Services Division, reviewing specifically how resources and supports are organized and coordinated to meet school needs, and then will work with the division to realize its vision of collaboration to support schools.

Of the $750,000 awarded in year one of the five-year project, $98,500 has been specifically allocated for these consultant services.
EVALUATION
Under the terms of the grant, an external evaluator, contracted by HCPS, will evaluate the project, providing annual reports to the project directors, the Office of Assessment and Accountability, and the USDOE.  Copies of the report and the final evaluation report will be provided to HCPS and Office of Assessment and Accountability annually.
