Approve the Interlocal Agreement Between the School Board of Hillsborough County, Florida (HCPS) and the Sheriff of Hillsborough County Relating to School Resource Deputies in Elementary Schools (Administration Division)
EXECUTIVE SUMMARY
In May 2013 the Hillsborough County Sheriff's Office, with support from HCPS applied for the Community Oriented Policing Services (COPS) grant (see attached letter of support).  The original grant request was for 15 school resource deputies to support our elementary schools.  Hillsborough County Sheriff's Office was awarded 10 of the 15 deputies requested. 

On December 18, 2013, the School Board approved the interlocal agreement, which included the ten resource deputies awarded through the COPS grant, to heighten our ongoing efforts to provide safety and security in our elementary schools. This agreement was funded in part by the COPS grant and all additional expenses not covered by the grant were equally shared by both agencies.

In 2014 the Sheriff of Hillsborough County was given the opportunity to apply for additional COPS funds.  The grant submission was to request the five additional school resource deputies that were not able to be funded during the first round of the COPS grant.  The Hillsborough County Sheriff's Office was awarded an additional $625,000 for five additional officers. This interlocal agreement is to support our elementary schools over a four-year period.  Once again, all additional expenses not covered by the grant will be equally shared by both agencies.

The district will utilize general revenue funds made available due to the time lapse that occurs at district-level sites when budgeted FTE personnel units remain unfilled.

EVALUATION
A joint evaluation will be developed to assess the effectiveness of this security enhancement.
