Approve Memorandum of Agreement Between Girls Empowered Mentally for Success, Inc. (GEMS) and The School Board of Hillsborough County, Florida for the Provision of Services for the Full Service School Program (Division of Student Services)
EXECUTIVE SUMMARY
The Full Service School Program has developed and implemented a strategic planning process to improve services for families and students in the East and West Tampa communities.  Community residents, agency staff members, and educators have been involved in this process.  The goal has been to develop effective working relationships with select community partners who will support family self-sufficiency and student performance.  Decisions have been made, based upon several identified school and community needs, to co-locate select agency partners at the Just and Sanchez Full Service Centers to support this goal.  This agreement has been prepared to describe the working relationship for gender specific enrichment programs between the Full Service School Program, the Full Service School Center at Just, families, educators, and GEMS.

FINANCIAL IMPACT (Budgeted:  No)
These services will be provided at no-cost to the families in these communities.  The provider has agreed to work in cooperation with the Full Service Center’s staff and in partnership with other educators and community agency representatives.  The district will provide office space and phone service at the Full Service Center, when feasible.  The estimated financial impact for the district to co-locate services is $19,512 per year.
EVALUATION
The Supervisor of School Social Work Services and the Coordinator of the Full Service School Program will evaluate the effectiveness of program services.  They will meet regularly and review this agreement.  Program evaluation will include the number and scope of program service activities; amount of time the program is on campus to meet client needs; support for the partnership with the Full Service School Center’s mission and goals; and feedback about the effectiveness of services from clients, area principals, and school social workers.
