Approve Amendment #1 of the Contract Between the Hillsborough County School Readiness Coalition, Inc., D/B/A the Early Learning Coalition of Hillsborough County, Contract #SDHC-SR1415 (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
This contract with Hillsborough County School Readiness Coalition, Inc., doing business as the Early Learning Coalition of Hillsborough County is for the provision of early childhood education and child care services for low-income families.  The terms of this contract are in effect July 1, 2014, through June 30, 2015.  The purpose of Amendment #1 is to revise the contract payment for direct child care services (child care slots) to reduce the number of school age children on the wait list for services and increase the number of children served (slots).

The Early Learning Coalition requires the School Board’s signature, as the subcontracted agency, to acknowledge acceptance of this contract prior to the Coalition’s final signature.

FINANCIAL IMPACT (Budgeted:  No)
The prior total of $39,677,520 is increased by $576,000.  Current total funding of $40,253,520 minus the administration cost and earmarked funding for infant and toddler quality enhancement, child care resource and referral, and intake and eligibility services leaves $34,973,227 for direct child care services.  At an annual average rate of $4,000 per child, these funds will serve approximately 8,743 children.
EVALUATION
Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law.  The funding for the Early Learning Coalition of Hillsborough County is provided through federal dollars.  The flow-through dollars are channeled by the Florida Office of Early Learning. The School Readiness Program uses these funds to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase.
