Accept the Proposals from Multiple Vendors – Request for Proposal (RFP) #15003-DST Nursing Services (Business Division)
EXECUTIVE SUMMARY
On December 15, 2014, the Procurement Department, in conjunction with the Division of Student Services, issued an RFP to establish a list of pre-qualified firms to provide nursing services to eligible students in accordance with the School Health Services Act, Florida Statute 381.0056, and the Individuals with Disabilities Education Act (IDEA).

Nurses with pediatric experience shall provide healthcare services to students with disabilities who have an Individual Educational Plan (IEP) or a 504 Accommodations Plan, which determines an educationally relevant need for such services during the school day.  IEP and 504 Teams address the needs of eligible students, including students who have a wide range of diagnosed medical conditions, complex medical needs and/or who are medically fragile.  Nurses providing healthcare services on behalf of the district will adhere to state administrative guidelines, the Nurse Practice Act, and the National Association of School Nurses.  The nursing services shall include daily, direct, one-on-one nursing, and related services at designated school and/or affiliated locations (i.e. field trips) when needed throughout the district, as determined by the IEP or 504 Accommodations Plan Team.

Seven firms responded and their proposals were evaluated by a committee of district personnel.  After review and discussion of the proposals, the committee recommended awarding to the four top-ranked firms.

The initial term of this contract will be for a one-year period, with four one-year renewals, subject to negotiations and mutual agreement.  The Superintendent is authorized to approve any renewal agreements per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Year-to-date expenditures for 2014/2015 are $72,287 and $135,204 for 2013/2014.  A reduction in the hourly rate will result in a savings to the district of $51,315.  
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
