Approve the Piggyback Between Garrett Book Company and The School District Of Osceola County, Florida, (SDOC) Bid #SDOC-15-B-019-MP, Books and Educational Material (Business Division)
EXECUTIVE SUMMARY
If approved, this piggyback will provide districtwide purchasing resources for library books, library materials, audio books, web-based library products, DVD's, and eBooks to be used in school media centers.  Board policy requires the Board approve and execute all contracts involving expenditures of public funds in the amount greater than the amount established for purchase in Florida Administrative Code 6A-1012(7); currently an aggregate amount of $50,000.

The initial term of the SDOC contract is from October 8, 2014, through October 7, 2016, and may be renewed for one additional year.  Hillsborough County Public Schools will commence its use effective March 4, 2015.  This contract may be renewed by the Superintendent, per the terms of the specifications.

In accordance with the Florida Department of Education, Purchasing Policy 6A-1.012(6), in lieu of requesting competitive solicitations from three or more sources, district school boards may make purchases at or below the specified prices from contracts awarded by other city or county governmental agencies, or other district school boards.

FINANCIAL IMPACT (Budgeted:  Yes)
Year-to-date expenditures for 2014/2015 are $75,851 and $33,871 for 2013/2014.  Funds for future purchases will be available from the Media budget.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
