SUBJECT / RECOMMENDATIONS
Approve the Purchase of Computer Numerical Control (CNC) Machines from Haas Automation Factory Outlet, LLC (Sole-Source Provider) (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
The CNC machines are computerized advanced manufacturing systems to be utilized in the new Machining Technology Program slated to open for the 2015/2016 school year at Armwood High School.  We are requesting approval to purchase up to $200,000 of Haas CNC machines in order to outfit the industrial lab at Armwood High School with cutting edge, industry used, and advanced manufacturing equipment.  Feedback from local industry indicates that Haas provides unique advantages for educational users that are unrivaled in the industry. The equipment to be purchased is the same type of machine currently being operated in facilities around the Tampa Bay area; thus, providing a distinct advantage to our students pursuing careers upon graduation and completion of the program.  Any new projects exceeding $200,000 will require Board approval.

In accordance with the Florida Department of Education (FLDOE) Purchasing Policy 6A-1.012(12)(d), commodities or contractual services available only from a single source may be exempted from the competitive solicitation requirements. When a district school board believes that commodities or contractual services are available only from a single source as specified by the FLDOE, the district school board may negotiate on the best terms and conditions with the single source vendor.

STRATEGIC OBJECTIVES
• Demonstrate consistent and effective teaching methods • Demonstrate best financial practices
FINANCIAL IMPACT (Budgeted:  Yes)
Funds of approximately $200,000 will be made available from various Career and Technical Education budgets. The Haas educational discount will save the district 15 percent on the total cost.  Funds designated are provided to expand, enhance, and develop program offerings in the high demand areas such as Advanced Manufacturing.
EVALUATION
A survey of the students and advisory committee members will be conducted to seek feedback regarding the impact of this equipment on course completion, industry certification, and job placement of students.
