Accept the Piggyback of the State of Florida Agreement #25100000-15-1 Motor Vehicles for the Purchase of Ford Transit Vans from Don Reid Ford (Business Division)
EXECUTIVE SUMMARY
If approved, the district will purchase four Ford T-350 transit vans for the Student Nutrition Services Department, two Ford T-350 vans for the Technology Repair Department, and one T-150 transit van for the Logistics Department.  On March 3, 2015, the Procurement Department issued an Invitation to Bid #15053-DST for Ford Vehicles; however, the responses received were not as favorable as the State of Florida Agreement.  

In accordance with the Florida Department of Education, Purchasing Policy 6A-1.012(5), the district school board shall receive and give consideration to the prices available to it under rules of the Department of Management Services, Division of Purchasing.  District school boards may use prices established by the Division of Purchasing through its state purchasing agreement price schedule. 

The initial term of state term contract will be one year with no option for renewal. The contract is effective November 17, 2014, through November 17, 2015.  If approved, Hillsborough County Public Schools will commence its use effective April 22, 2015.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $79,026 will be available in the General Operating budget, Project 5355 and $107,187 will be available in the Student Nutrition Services budget, Project 7600. The grand total of funds available for the purchase of the seven vans is $186,213.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and the Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration Team must first give consideration to the specifications and supporting data of the expiring contract.
