Recruitment and Hiring (Human Resources Division)
EXECUTIVE SUMMARY

Initiative: Recruit and retain highly effective classroom instructors for Hillsborough County Public Schools (HCPS).

Goals: Work collaboratively with our local and state universities, teaching colleges, and business partners in recruiting and cultivating candidates to become part of the HCPS organization.

Targeted Population: HCPS is heavily recruiting in the areas of exceptional student education, math, science, English, reading, and dual-certified educators. Additionally, our goal is to also recruit a diverse workforce.

Timeline: As Human Resources prepares for peak hiring season, important hiring and recruitment dates include: internal instructional transfer period (April 20 – May 1, 2015), Teacher Interview Day (TID) held at Armwood High School (May 18, 2015), and open hiring (May 15, 2015). Human Resources will receive and vet over 3000 applications and process over 1,200 instructional hires prior to the start of the new school year.

Professional/Staff Development: The Office of Recruitment and Retention communicates effectively with all stakeholders regarding the application process, navigating the district, benefit and salary packages, and the mentoring program to potential applicants. The Division of Human Resources also provides ‘Brown Bag’ training sessions to administrators on best practices relating to the hiring process.

Transferability: To ensure our classrooms are filled with the most highly qualified applicants, recruitment occurs via face-to-face career fairs, virtual fairs (Skype), e-mail “blast out” campaigns, and the use of social media (including Twitter, teacher-teacher.com and Facebook). In addition, the district continues an internal referral campaign garnering referrals from our current teachers of potential educators. The Human Resource Partners work to cultivate these potential candidates. To prepare student interns, we host a boot camp meeting in the fall whereby interns receive recommendations on resume writing, interviewing skills, and the online application.

Involvement: We collaborate with a variety of stakeholders to provide quality educational services to our students. The Office of Teacher Recruitment works with local colleges and universities to cultivate NOYCE scholars, PATH educators, and STEM teachers. Each month, Recruitment and Retention committee members comprised of Title 1 representatives, union members, and area directors meet to reflect on, discuss, and address hiring concerns. HR Partners assist school administrators in finding ‘best fit’ candidates and conducting Skype interviews for out-of-state candidates.

On-going meetings occur with the Office of Communications to design and implement marketing materials (i.e. brochures, booklets, website, table-top banners, powerpoint, and video). A partnership with The New Teacher Project (TNTP) is assisting in the redesign of our marketing materials, streamlining recruiting efforts, and analyzing data.
