Approve the Memorandum of Agreement with Pasco County Public Schools (Pasco) for Services Associated with the Implementation of the Tampa Bay Regional Aeronautics/Science, Technology, Engineering, and Mathematics (STEM) Grant Project and Associated Expenditures (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
Pasco was recently awarded $1,500,000 from the Florida Department of Education (FLDOE) through the Tampa Bay Regional Aeronautics/STEM project. This project is a collaborative effort with Pasco, Hillsborough County Public Schools (HCPS), Pinellas County Public Schools, and the Tampa International Airport. HCPS will have programs in Lockhart Elementary School, Madison and Monroe Middle Schools, and Robinson High School.  This agreement will cover the first year of the project providing a total of $211,131 for equipment and consumable supplies.  The purchase of all supplies and equipment will be covered under existing contracts or will be under the Board approval threshold of $50,000 with one exception. HotSeat Chassis Inc. is a provider of surround sound flight simulators, associated equipment, and STEM Lab curriculum. This provider was chosen by Pasco Director of Career and Technical Education for the curriculum offered. The purchase also provides continuity with equipment and curriculum across the three districts.

The total expenditure for this purchase is $68,144 and is exempt from competitive solicitation. FLDOE 6A-1.012 Purchasing Policies (11)(b) states the requirement for requesting competitive solicitations for commodities or contractual services from three or more sources is hereby waived as authorized by Section 1010.04(4)(a), F.S., for the purchase by district school boards of educational services and any type of copyrighted materials.

Pasco has not signed the attached Memorandum of Agreement as their Board meetings coincide with HCPS.  The agreement will not be effective until both parties sign.

Funding of $211,131 for this project is provided by Pasco and FLDOE.  Pasco will serve as the fiscal agent for this grant project.
EVALUATION
A survey of the students and business partners will be conducted to seek feedback regarding the impact of this equipment, supplies, and software on course completion, industry certification, and job placement of students.
