Accept the Proposal Submitted by PepsiCo, Inc. - Request for Proposal (RFP) #15047-EST Beverage Sponsorship (Business Division)
EXECUTIVE SUMMARY
On March 3, 2015, the Procurement Department solicited proposals from beverage vendors to obtain a multi-year, districtwide, exclusive sponsorship contract for beverage products.  Two proposals were received.  An evaluation committee, comprised of district and Parent Teacher Association personnel, reviewed key points, examined the benefits to the district, and individually rated each vendor.

The committee recommended PepsiCo, Inc., as the awarded vendor.  PepsiCo will provide a product line that conforms to the United States Department of Agriculture Smart Snacks in School nutrition standards and will be available in vending machines and other locations at district-owned sites and student cafeterias.  The initial term of the contract shall be for a seven-year period, with three one-year renewals. The Superintendent is authorized to approve the renewal agreement, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds will be available in the Student Nutrition Services Department budget for the purchase of beverages.  Year-to-date expenditures are $797,112 for 2014/2015 and $1,243,857 for 2013/2014.  The value of the funding program portion of this contract, in cash, product, and services is approximately $8,500,000 for the initial seven-year term.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and the Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
