Approve the Renewal Purchase of Language and Literacy Software from Imagine Learning, Inc. (Sole-Source Provider) (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
Language and Literacy software from Imagine Learning, Inc. is utilized to enhance language instruction.  This program provides strategic first-language support in 15 languages to facilitate and enhance English language acquisition by incorporating the 5 essential components of reading: phonological awareness, phonics, fluency, vocabulary, and comprehension.  This program will be maintained at Miles and Mort Elementary Schools in order to provide targeted instruction and interventions for limited English proficient students. 

In accordance with the Florida Department of Education, Purchasing Policy 6A-1.012(12)(d), commodities or contractual services available only from a single source may be exempted from the competitive solicitation requirements. When a district school board believes that commodities or contractual services are available only from a single source, the district school board may negotiate on the best terms and conditions with the single source vendor.

Budgeted grant funds are available in the amount of $75,000 from Title III - Project 2961.
EVALUATION
The most recent evaluation for Title III revealed that English language learners at Miles and Mort Elementary Schools who used Imagine Learning software for targeted instruction and interventions were making statistically significant academic progress in the areas of oral language and literacy.  A criterion-referenced test is used to determine proficiency in the areas of: oral language (listening comprehension, conversational phrases, basic vocabulary, and academic vocabulary) and literacy (letter and sound recognition, phonemic awareness, phonics and comprehension, vocabulary, and fluency). At the conclusion of the 2015/2016 school year, a complete program evaluation will be conducted.  Student achievement data as well as feedback from principals, teachers, and parents will be used to determine overall program effectiveness.
