Approval of Amendment #001 to 2014/2016 School Health Services Plan  
EXECUTIVE SUMMARY
The School Health Services Plan was approved at the School Board meeting on August 12, 2014.  The School Health Services plan is required by Section 381.0056, F.S, which indicates, each local Department of Health (DOH) develop jointly with the school district, a School Health Services Plan that outlines the provisions and responsibilities to provide mandated health services in all schools.  Chapter 64F-6.002, Florida Administrative Code (F.A.C) requires the plan to be completed bi-annually. The Amendment to the 2014/2016 School Health Services Plan is required based on Florida law changes, Senate Bill 954 (CS/SB954). 

Senate Bill 954 (CS/SB 954) is outlined in the revised 2014/2016 School Health Services Plan. The 2015 Florida Legislature passed the committee substitute for Senate Bill 954 (CS/SB954): Involuntary Examination of Minors.  This bill took effect July 1, 2015.  Key provisions of the approved legislation that amend Section 381.0056 (4)(a)(19), Florida Statutes-School Health Services Program are as follows:

  • This bill requires public schools, including Charter Schools, to provide immediate notification to a student’s parent, guardian or caregiver if the student is removed from school, school transportation or a school-sponsored activity and taken to a facility for an involuntary examination under Section 394.351, Florida Statutes-The Baker Act.
  • Amends the definition of “emergency health needs": in Part IV - Other Requirements - #2 of the s. 381.0056 (4)(a)(19), Florida Statutes, to include onsite evaluation, management, and aid for illness or injury pending the student’s return to the classroom or release to a parent, guardian, designated friend, law enforcement officer, or designated health care provider. (Underlined words are the changes to the definition of emergency health needs).

It is the practice of the DOH to sign all documents after School Board approval.

EVALUATION
Annually, the district submits a school health report to the DOH and Florida Department of Education.  This report serves as an evaluation tool of the School Health Services Plan.  This report collects information on the number and type of clinical services provided to students, and distribution of funds to accomplish the services outlined in the School Health Services Plan.
