Approve the Agreement for Technical Services with National SAM Innovation Project (NSIP) (Leadership Development)
EXECUTIVE SUMMARY

NSIP has provided services to Hillsborough County Public Schools for the past three years. There are currently 100 principals and school teams, as well as 8 area superintendents and 8 principal coaches using the NSIP process to manage time more effectively. The NSIP process is a professional development process that provides school leaders with tools and training to focus their time on actions and practices that lead to improved teaching and learning and strong school culture. 

The training and support provided by NSIP as part of the contract will allow the 30 Teacher Incentive Fund (TIF) schools and 8 area superintendents to have their baseline data recollected to show growth after 1 year.  The teams will also receive additional training through face-to-face sessions with a NSIP facilitator and through the annual NSIP conference. An on-the-ground implementation specialist will meet with each SAM team to assess growth and progress and plan for continued improvement in supporting the principals and area superintendents in their instructional leadership work.  The training and support will take place from September 2015 through June 2016.

Funding for this project is provided by the TIF and Wallace Principal Supervisor Incentive Grant in the amount of $318,600.

EVALUATION

The evaluation will include analyzing of data from principal Time Track Calendars to show whether daily instructional leadership goals have been met. The improvement of principal and area superintendent practice will also be assessed as part of the evaluation.
