Approve Head Start Program Governance, Management, and Shared Decision-Making Policies and Procedures, Internal Dispute Policies and Procedures, 2014/2015 Annual Self-Assessment, and Hiring Procedures (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
As stated by the National Office of Head Start, the Governing Body for the Hillsborough County Public Schools (HCPS) Head Start Program, comprised of the School Board and the Superintendent, has the responsibility to review and approve all major policies of the Head Start Program. This includes the Program Governance Procedures, Internal Dispute Policies, 2014/2015 Annual Self-Assessment, and hiring procedures. The Head Start Policy Committee, which consists of parent representatives from each of the 55 elementary school Head Start sites, is also an integral part of the governance. The hiring procedures serve as the Head Start guidelines, and are aligned with the district’s Human Resources Management and Development Plan (HRMD), addressing personnel policies and hiring.

The HCPS Head Start Program has been in operation for 50 years as a Delegate Head Start Agency and continues to provide comprehensive services to the 1,812 eligible children, ages 3 through 5, served in 92 classrooms in 55 elementary school sites.

Board approval is required annually, as per the National Office of Head Start regulations.

The Policy Committee requires the School Board's signature to acknowledge acceptance prior to the Policy Committee's signature.

FINANCIAL IMPACT (Budgeted:  Yes)
The total funding of $11,269,700 is federal flow-through dollars from the Board of County Commissioners, Head Start/Early Head Start, and contracted to HCPS Head Start Program. These dollars consist of $11,173,202 in Head Start base funding and $96,498 for training and technical assistance. All funds are expended for the operation of the Head Start Program for services provided to eligible children and families.
EVALUATION
Financial statements are audited by the Hillsborough County Board of County Commissioners, Head Start/Early Head Start, as prescribed by law. Federal funding for HCPS Head Start Program flows through the Grantee, Hillsborough County Head Start/Early Head Start. There is no district generated revenue used for this program.
