Approve the Agreement for Technical Services for Waterford Early Learning Comprehensive, Computer-Based Curriculum for the Hillsborough County Public Schools Head Start Program for the 2015/2016 School Year (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
Waterford Early Learning™ (Waterford) is an online software application utilized in the classroom and home. Waterford starts children with the basics, and adapts automatically to give each student a learning experience focused on his or her exact needs.

The Waterford Institute will provide a dedicated Professional Development Team to scope and plan the implementation including setting goals, timelines, and measurable outcomes designed to ensure student achievement and program success. The Superintendent is authorized to approve any renewal agreements, per the terms of the specifications.

In accordance with the Florida Department of Education, Purchasing Policy 6A-1.012(11)(b), the requirement for requesting competitive solicitations for commodities or contractual services from three or more sources is hereby waived as authorized by Section 1010.04(4)(a), FS for purchase by district school boards of educational services and any type of copyrighted materials where such materials are purchased directly from the owner of the copyright.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $90,000 will be available in the Head Start budget to be paid in three installments. The first installment of $30,000 is to be paid in October 2015; second installment of $30,000 is to be paid in February 2016; and third installment of $30,000 will be paid at the completion of the service.
EVALUATION
In collaboration with Hillsborough County Public Schools Head Start staff, a Waterford Consultant will collect and review the program’s Waterford SmartStart data. This will include an ongoing review of the current year’s implementation plan, performance to that plan, and improvements. With the guidance of the Waterford Services Team, the program will plan next year’s implementation and develop an action plan to achieve measurable goals.
