Accept the Proposals Submitted by Various Vendors - Request for Proposal (RFP) #15105-MST Real Estate Brokerage Services (Business Division)
EXECUTIVE SUMMARY
On July 22, 2015, the Procurement Department, in conjunction with the Operations Division, issued an RFP to retain firms for future real estate brokerage services. Proposals were accepted August 25, 2015.

Four firms responded and a committee of district-level personnel evaluated the proposals in accordance with the stated RFP criteria. The evaluation committee selected all four firms to be awarded. Firms will be utilized based on their area of expertise, availability, and best interest of the district. There is no guarantee of work to any vendor.

The scope of work for this solicitation states:  "Hillsborough County Public Schools (HCPS) is seeking proposals from real estate brokerage firms to provide services for acquiring sites for future schools and support facilities. A list of firm(s) will be recommended to the School Board. These firms will be selected for use on projects based on match between specific credentials and project requirements. For real estate needs going forward, see the Five Year Plan on the HCPS website under the Operations Division. This plan spells out the District’s long-term needs for school site acquisitions."

The initial term of this contract will be for a three-year period, with two one-year renewals, subject to negotiations and mutual agreement.  The Superintendent is authorized to approve any renewal agreements, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds for occasional consulting and research fees will be available in the Operations Division budget. The vendors will receive sales commissions from the seller in the real estate transactions.  There were no expenditures for 2014/2015.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are performed annually or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
