SUBJECT / RECOMMENDATIONS
Approve the Agreement of Understanding with the Community Based Training Site for Students with Disabilities for 2015/2016 and 2016/2017 School Years (Student Services Division)
EXECUTIVE SUMMARY
We request approval for the Agreement of Understanding with the Community Based Training (CBT) sites, St. Joseph’s Hospital South, St. Joseph’s Hospital North, and South Florida Baptist Hospital. Previously, we had separate contracts approved for St. Joseph’s North and South and Florida Baptist Hospital. For the purpose of the CBT program, BayCare Health System, Inc. requests that all hospitals be listed under one Agreement of Understanding. The CBT program provides valuable training experiences for students with mild and moderate disabilities.  Upon receipt of training in entry-level positions at a variety of businesses in the community, participating students are better prepared to successfully enter the workforce. During the 2015/2016 and 2016/2017 school years, under the two-year Agreement of Understanding, several schools are projected to participate.  An estimated number of 30 students with disabilities will receive training opportunities.
STRATEGIC OBJECTIVES
• Motivate students to become responsible learners
FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $252,000.00 will be available in the divisional special revenue/federal programs budget, IDEA for over two years. For tracking purposes, the project number specific to this agenda item is 2931. As of Wednesday, December 16, 2015, the remaining balance less encumbrances for this line item equaled $222,000.00. The estimated cost for transporting over 200 students with disabilities to and from all CBT business sites is approximately $252,000.00 for the two-year period.
EVALUATION
CBT Business Partnership Evaluations were completed by 15 participating sites for 2013/2014 and 2014/2015. The participating businesses rated students on their performance based on the following criteria:

  • Students display appropriate behavior
  • Students display independence
  • Students follow company policies/rules
  • Students display appropriate dress/hygiene
  • Students perform assigned tasks
  • Overall program effectiveness

During 2013/2014 and 2014/2015 the ratings from the above criteria produced the following positive outcomes:

  • 95 percent of the students were rated above average in the 6 areas previously listed
  • 5 percent of the students were rated satisfactory in the 6 areas

Businesses involved will be given quarterly evaluations for completion, with the final evaluations to be concluded by June 30, 2016 and again by June 30, 2017.
