Approve Appointment of a Design Professional for Roof Replacement at Jefferson High School
EXECUTIVE SUMMARY

A previously approved District Facilities Five Year Work Program provides for replacement of most of the roof at Jefferson High School.  The project scope includes replacement of four rooftop energy recovery units in  conjunction with the roof replacement. Appointment of a design professional for the project is required.  

Florida Statutes and School Board policy outline the process and requirements for selection of architects, engineers, and construction managers. Attachment A summarizes the process. The process provides for the identification of the most highly qualified firms by a Professional Services Selection Committee that includes representatives from several District divisions and the community. Attachment C identifies the specific committee members participating in this selection and the organization represented by each.

Ten firms responded to the solicitation. The solicitation is included in Attachment B. Attachments D and E record the results of the Committee's evaluation of these firms at each phase of the process.

Staff has successfully concluded negotiations with the firm deemed most highly qualified by the Selection Committee to provide the required services. Based on the Selection Committee ranking and successful negotiations, staff recommends appointment of C. B. Goldsmith and Associates, Inc. to provide design professional services for a fixed fee of $230,025.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $3,630,438.00 will be available in the Local Millage and Public Education Capital Outlay (PECO) Maintenance. For tracking purposes, the project number specific to this agenda item is 8100 and 8138. As of Wednesday, November 4, 2015, the remaining balance less encumbrances for this line item equaled $3,630,438.00.
