Approve the Agreement for Technical Services with Mariann Schmudde for the Summative 5-year Final Evaluation of the Teacher Incentive Fund, Cohort 3, (TIF 3) Grant Project. (Information and Technology Division)
EXECUTIVE SUMMARY
This agreement for evaluation services is recommended in order to fulfill the Teacher Incentive Fund grant, Cohort 3, (TIF 3) requirement for a third-party evaluation consultant, to assess the effectiveness of project activities to fulfill the project purpose, priorities, and expected grant outcomes. Mariann Schmudde was selected to serve as a third-party project evaluator based on her responses to the Request for Proposal (RFP) 11143-DST Program Evaluation Services. The RFP process provided an opportunity for all interested evaluators to apply as potential Hillsborough County Public Schools (HCPS) program evaluation providers. Mariann Schmudde has worked with the TIF 3 evaluation for the previous 4 years and has provided exceptional services and high quality performance reports for the Hillsborough County Public School’s TIF 3 project. 

The Teacher Incentive Fund grant, Cohort 3, (TIF 3) is in the fifth and final year. The evaluation will provide program evaluation in compliance with the grant funding agency regulations and the needs of HCPS.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $15,000.00 will be available in the Teacher Incentive Fund, Cohort 3, (TIF 3), year 5 of the 5-year grant. For tracking purposes, the project number specific to this agenda item is 2709. As of Monday, November 30, 2015, the remaining balance less encumbrances for this line item equaled $15,140,884.00.
EVALUATION
The Coordinator of Grant Evaluations within the Assessment and Accountability Department has direct supervision of the selected external evaluator.  The coordinator oversees the activities and tracks to ensure completion and transmission of required reports to the funding agency.
