Accept the Proposals Submitted by Various Vendors - Request for Proposal (RFP) #15143-MST Land Use Legal Services (Business Division)
EXECUTIVE SUMMARY
On September 29, 2015, the Procurement Department, in conjunction with the Operations Division, issued an RFP to retain legal firms for future land use services. Proposals were accepted October 22, 2015.  Six firms responded and a committee of district-level personnel evaluated the proposals in accordance with the stated RFP criteria. The evaluation committee selected the top three firms to be awarded. Firms will be utilized based on their area of expertise, availability, and best interest of the district. There is no guarantee of work to any vendor.

The scope of work for this solicitation states:  "Hillsborough County Public Schools, Florida, (HCPS) is seeking proposals from qualified legal firms to represent the District on issues related to land use, rezoning, comprehensive planning, Development of Regional Impact (DRIs), school concurrency, developer's agreements, easements, real estate transactions, obtaining appraisals, negotiations, and related services as determined by the District."  The initial term of this contract will be for a three-year period, with two one-year renewals, subject to negotiations and mutual agreement.  The Superintendent is authorized to approve any renewal agreements, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $50,000.00 will be available in the Local Millage. For tracking purposes, the project number specific to this agenda item is 8608. As of Tuesday, November 3, 2015, the remaining balance less encumbrances for this line item equaled $50,000.00.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are performed annually or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
