SUBJECT / RECOMMENDATIONS
Approve the Contract Between Tryon Clear View Group LLC and Hillsborough County Public Schools (HCPS) for a Review and Recovery Audit of HCPS Electric Service Billings (Business Division)
EXECUTIVE SUMMARY
Tryon Clear View Group LLC is a national, privately-held corporation specializing in the recovery of overcharges on utility bills. If approved, the Tryon Clear View Group will review and audit HCPS Tampa Electric utility bills. HCPS will assign Tryon as our agent and request Tampa Electric provide them access to requested records. As Tryon recognizes potential savings, they present findings and recommendations. HCPS has 30 days to accept or decline. If HCPS decides to implement the recommendation, we share future savings for a period of 24 months, with a 30 percent share going to Tryon.

Savings can be achieved in a number of ways:

  • Ongoing savings as a result of errors or overcharges found on historic bills.
  • Identifying and eliminating unnecessary charges.
  • Savings arising from Tyron recommendations for other changes.

Electric service is a regulated utility in the state of Florida. Tryon has a track record of achieving 7 percent savings in regulated states.

FINANCIAL IMPACT (Budgeted:  No)
This contract is performance based. Tryon's fee is a shared portion of realized savings; they will receive 30 percent of any credits, refunds, and savings recovered.
EVALUATION
The Air Conditioning and Energy Management Services Department will track and report savings to the Board.
