SUBJECT / RECOMMENDATIONS
Approve the Purchase of Resources and Materials from Teacher Created Materials (Sole-Source Provider) (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
The supplemental materials from Teacher Created Materials address the needs of English Language Learners at all language proficiency levels to develop the linguistics skills necessary to succeed. The academic supplemental language materials focus on high-interest content in mathematics, science, social studies, and include supporting graphics and key vocabulary to build language skills.  

Teacher Created Materials is designated as sole-source and is the exclusive United States distributor and publisher of all professional development and materials. Therefore, this purchase is exempt from the requesting competitive solicitations by the Florida Department of Education 6A-1.012 Purchasing Policies (11) (b).

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $75,000.00 will be available in the Title III Grant. For tracking purposes, the project number specific to this agenda item is 2961. As of Monday, November 16, 2015, the remaining balance less encumbrances for this line item equaled $229,163.95. Based on trend data for site-based and district purchases for the 2014/2015 school year of Teacher Created Materials, we are projecting that the purchases for the 2015/2016 will not exceed $75,000.00. 
EVALUATION
Programs for English Language Learners conducts an evaluation of supplemental instructional materials purchased to develop language acquisition skills. The data for English language learners at sites utilizing Teacher Created Materials during Extended Learning Programs demonstrates an increased percent of students who improved in each domain accessed annually by the Comprehensive English Language Learning Assessment.
