SUBJECT / RECOMMENDATIONS
Accept the Lowest, Responsive, Responsible Bids Submitted by Multiple Vendors - Invitation to Bid (ITB) #15161-MST Light Bulbs (Business Division)
EXECUTIVE SUMMARY
This bid was prepared at the request of the Heating, Air Conditioning, and Ventilation (HVAC) and Energy Management Services Department to establish fixed pricing for new and replacement light bulbs. This includes fluorescent and light-emitting diode (LED) bulbs as needed throughout the district. 

Award of this contract shall be to the lowest responsive, responsible bidders, as specified in the bid.  The HVAC and Energy Management Services Department Manager has reviewed this recommendation.  The initial term of this agreement shall be for a one-year period, with four one-year renewals. All prices offered are firm against any increase for at least one year from the effective date. The Superintendent is authorized to approve the renewal agreement, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Expenditures were $102,995 for 2014/2015 and $122,843 for 2013/2014.  Funds will be available in the General Fund and Capital Projects Funds.  For tracking purposes 50 percent of the expenditures fall in Project 6672 Admin-Custodial Op Fluorescent and the remaining 50 percent will come from the individual school supply budgets for fluorescent bulbs.  A reduction in the line-item pricing will result in a savings to the district of approximately $10,278 during the initial term of the agreement. 
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are performed annually or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
