Approve Appointment of a Construction Manager for a Classroom Addition at East Bay High School
EXECUTIVE SUMMARY

A previously approved District Facilities Five Year Work Program provides for a classroom addition at East Bay High School to support current and projected enrollment growth within existing boundaries. The project scope provides twenty new classrooms adding capacity for five hundred additional students. On November 17, 2015, the Board approved the appointment of Wilder Architecture, Inc. to provide design services for the addition. Appointment of a qualified construction manager for the project is required.

Florida Statutes and School Board policy outline the process and requirements for selection of architects, engineers, and construction managers. Attachment A summarizes the process. The process provides for the identification of the most highly qualified firms by a Professional Services Selection Committee that includes representatives from several District divisions and the community. Attachment C identifies the specific committee members participating in this selection and the organization represented by each.

Nineteen firms responded to the solicitation. The solicitation is included in Attachment B. Attachments D and E record the results of the Committee's evaluation of these firms at each phase of the process.

Staff has successfully concluded negotiations with the firm deemed most highly qualified by the Selection Committee to provide the required services. Based on the Selection Committee ranking and successful negotiations, staff recommends appointment of Ajax Building Corporation to provide construction management services for the project, for a fixed fee of $242,898.

Funds in the amount of $8,000,000.00 will be available in the Impact Fees fund. For tracking purposes, the project number specific to this agenda item is 8607. As of Monday, November 30, 2015, the remaining balance less encumbrances for this line item equaled $8,000,000.00.
