Approve Accepting Match Dollars from United Way Suncoast for the Early Childhood School Readiness Programs (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
For the past 18 years, the School Board of Hillsborough County, Florida has given approval to the Hillsborough County Public Schools – Early Childhood School Readiness Programs to apply for and accept matching funds from United Way Suncoast.  This contribution provides a portion of the required dollar match that draws down federal funds for the School Readiness Child Care Programs, and enables income-eligible families to take advantage of early education and child care services. The partnership agreement was reviewed and approved by the School Board Attorney on January 14, 2016.  The approved signed partnership agreement was received by the Early Childhood School Readiness Programs office on January 25, 2016, effective upon School Board approval.

Funds in the amount of $107,900.00 will be available in the United Way Suncoast match agreement. For tracking purposes, the project number specific to this agenda item is 3092. As of Friday, January 1, 2016, the remaining balance less encumbrances for this line item equaled $107,900.00. The total contribution of $107,900.00 made by the United Way Suncoast is raised locally and used as match to draw down $1,798,333.00 in federal funds for the School Readiness Child Care Programs.  The combined match and draw-down dollars of $1,906,233.00 provide direct early education child care services for approximately 477 eligible children for the period of January 1, 2016, through December 31, 2016, at the rate of $4,000.00 per child.
EVALUATION
Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law.  The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars.  The flow-through dollars are channeled by the Florida Office of Early Learning.  The School Readiness Program uses these funds to purchase child care in Hillsborough County.  There is no district-generated revenue used for this purchase.
