Swim Safety Initiative Program for the Hillsborough County Public Schools Head Start Program (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
Statistics show that children, ages 4-8, are at the highest risk of water accidents or deaths. In 2014, Commissioner Ken Hagan adopted a pilot swim-safety program. In the Spring of 2015, Phase 1 was launched with Hillsborough County Board of County Commissioners Head Start children.

Hillsborough County Public Schools (HCPS) Head Start is excited to be part of Phase 2 of this program for approximately 500 HCPS Head Start students. The program will include both classroom curriculum presented by Head Start staff and swim lessons provided by certified swim instructors. HCPS will partner with Hillsborough County Parks and Recreation, Brandon Sports and Aquatic Center, the City of Tampa, the City of Temple Terrace, and YMCA locations throughout the county.

Funds in the amount of $28,000.00 will be available in the Head Start federal grant. For tracking purposes, the project number specific to this agenda item is 2902. As of Monday, January 25, 2016, the remaining balance less encumbrances for this line item equaled $36,060.62.
EVALUATION
As part of the swim-safety program, the children will be tested in four different categories: enter/exit ability, submerging skills, floating and propulsion, and safety recognition. Pre and post tests on water safety will also be conducted.
