Approve Appointment of Design Professional and Construction Manager for Heating, Ventilating, and Air Conditioning (HVAC) and Interior Finish Renovation at Edison Elementary School |

EXECUTIVE SUMMARY | |
The heating, ventilating, and air conditioning (HVAC) system in the original school building at Edison Elementary School has deteriorated to the point that urgent renovation is required to ensure classroom availability for the 2016-17 school year. Leaks from the HVAC system over time have damaged ceilings and cabinets necessitating their replacement in conjunction with the project. Interior painting and some flooring replacement is also needed to improve the educational environment in both the original building and cafeteria. The proposed project includes replacement of the steam heating at the site with electric heating as part of the HVAC replacement, and installation of a new fire sprinkler system. District staff selected Carruthers & Associates-Architects, P.A. and Allstate Construction, Inc. from the approved Continuing Services Consultants list to investigate the necessary scope and the feasibility of completing the project this summer. Although completion prior to the 2016-17 school year is feasible, the estimated construction cost of $2.8 million exceeds the threshold for use of Continuing Service Agreements, and Board appointment of a qualified design professional and construction manager is required. Florida Statutes allow school boards to dispense with normal competitive selection requirements when immediate action to ensure the availability of classroom capacity is required. Due to the urgent nature of the required repairs, staff recommends that the Board bypass the normal professional services selection process and immediately appoint Carruthers & Associates-Architects, P.A. to provide design services for a fixed fee of $220,080 and Allstate Construction, Inc. to provide construction management services for a fixed fee of $145,972. |
