SUBJECT / RECOMMENDATIONS
Approve the Agreement for Technical Services with Prismatic Services, Inc. for the Evaluation of the Title III Improving Language Instruction Grant (Information and Technology Division).
EXECUTIVE SUMMARY
The Title III Grant for English Language Learners (ELL) funds support the implementation of language instruction educational programs that carry out activities using approaches based on scientific research. The district is responsible for meeting annual measurable achievement objectives established for ELL students and annually measuring the English proficiency of ELL students. The district engages an independent evaluation as part of the state reporting process. The grant evaluation activities include data analysis for the development of a comprehensive program evaluation report for the 2014/2015 program year. 

The provider, Prismatic Services, Inc. will perform evaluation services as an independent evaluator for the 2014/2015 project year. The grant evaluation activities include data analysis of ELL student progress including results from the Comprehensive English Language Learning Assessment (CELLA) and FCAT performance scores. The evaluation assists the district's English Language Learners Program Director to determine project performance. The report will serve to provide a comprehensive program evaluation in compliance with funding agency requirements.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $10,000.00 will be available in the Special Revenue (Grant) for Title III. For tracking purposes, the project number specific to this agenda item is 2961. As of Tuesday, May 3, 2016, the remaining balance less encumbrances for this line item equaled $2,905,555.82.
EVALUATION
The Coordinator of Grant Evaluations within the Assessment and Accountability Department has direct supervision of the selected external evaluator. The coordinator oversees the activities and tracks to ensure completion and transmission of required reports to the funding agency.
