EXECUTIVE SUMMARY
Florida Statute 1002.61 mandates that each school district provide a summer VPK program. The State of Florida Statewide VPK Provider Contract establishes the specific program requirements, enrollment, accountability, and financial processes for all VPK programs in Hillsborough County Public Schools.

The district will provide the VPK program through several delivery models:

  • Head Start/VPK Blended
  • iPEEPS (Intensive Primary Exceptional Education Preschool Services)/VPK Blended, formerly known as Early Exceptional Learning Program (EELP)/VPK Blended
  • Pure VPK at Knights and Reddick Elementary Schools
  • Migrant VPK at Cork Elementary School
  • Summer VPK

The list of district elementary schools providing all planned VPK programs is provided within the contract.  The summer VPK program sites will be opened and staffed based on enrollment.

The Office of Early Learning Coalition requires The School Board of Hillsborough County, Florida to be the first signer on the contracts.

STRATEGIC OBJECTIVES
• Increase promotion rates at all grade levels and the percentage of high school graduates • Demonstrate consistent and effective teaching methods • Motivate students to become responsible learners • Challenge and support all students with an appropriate curriculum

The Early Learning Coalition of Hillsborough County is the fiscal agent for the VPK program funds. Funding per child will be accessed through monthly payments with reconciliation at the conclusion of the contract. All district audit requirements will be met.
