Approve General Cooperative Agreements for the Joint Use of Recreational Facilities with All Four Hillsborough County Jurisdictions

EXECUTIVE SUMMARY

The School District of Hillsborough County has an ongoing program coordinating with all four local governments to allow for the joint use of facilities for recreational purposes.  This program saves overall tax dollars by sharing existing recreational facilities instead of each entity duplicating them.  District staff has worked with all four local governments to develop a uniform General Cooperative Agreement for this purpose.  The School Board of Hillsborough County, Florida, a body corporate, will enter into a separate agreement with each local government, each containing generally the same provisions and procedures. 

The new agreements will replace the existing agreements approved by the School Board on June 15, 2010, and cover the use of recreational fields, courts and related buildings and clarify the responsibilities and procedures for their use.  Attached are the agreements with Hillsborough County and the City of Tampa, both to be considered on June 2, 2016, by their respective Board/Council; the City of Plant City, was approved by the City Commission of the City of Plant City on May 9, 2016; the City of Temple Terrace, was approved by the City Council of the City of Temple Terrace on May 3, 2016.  All agreements will have the same effective and expiration dates, for a term of one year, with five one-year renewal terms, expiring in June 2022.

FINANCIAL IMPACT (Budgeted:  No)

Approval of the General Cooperative Agreements between the School Board of Hillsborough County and Hillsborough County, the City of Tampa, Plant City and Temple Terrace will have no financial impact to the School Board.  Each government entity will continue to maintain their own facilities for use by the other governments.
