SUBJECT / RECOMMENDATIONS
Approve the Agreement for Technical Services with Mariann Schmudde for the Evaluation of the Teacher Incentive Fund Cohort 4 (TIF 4) Grant (Information and Technology Division).
EXECUTIVE SUMMARY
The TIF 4 grant project funds support Hillsborough County Public School (HCPS) initiative to implement a local education agency-wide educator evaluation system based in significant part on student performance and an local education agency-wide Human Capital Management System. The program is part of a wider vision to revamp HCPS educator evaluation, human capital management, and professional development systems. 

The provider, Mariann Schmudde, who has provided exceptional evaluation services for the project during the first three years of TIF 4 implementation, will continue to perform evaluation services as an independent evaluator for the 2016/2017 (year 4) project year. Guided by specific program objectives and outcomes, as well as project implementation activities and processes, the provider will conduct quantitative data analyses and apply qualitative analytical methods for the completion of a comprehensive evaluation. The provider will generate findings and recommendations to guide ongoing program implementation, and generate formal interim and annual project performance reports in compliance with program funding agency requirements.

Funds in the amount of $40,000.00 will be available in the Special Revenue (Grant). For tracking purposes, the project number specific to this agenda item is 3005. As of Tuesday, June 7, 2016, the remaining balance less encumbrances for this line item equaled $15,100,844.00.
EVALUATION
The Coordinator of Grant Evaluations within the Assessment and Accountability Department has direct supervision of the selected external evaluator. The coordinator oversees the evaluation activities, tracks progress, and ensures reporting compliance as well as transmission of all required reports to the funding agency.
