Approve the Agreement for Technical Services with New Teacher Center (Leadership Development)
EXECUTIVE SUMMARY
Hillsborough County Public Schools (HCPS) has been partnering with School Leader Network, recently purchased by New Teacher Center, to transform school leadership practices through the creation of principal networks designed to promote collaboration and learning among principals. 

New Teacher Center will continue to facilitate a total of six school leader networks in HCPS.  These networks will serve 30 existing practicing principals from our Teacher Incentive Fund (TIF) IV schools and 2 - 4 members of their instructional leadership teams, so they can accelerate their leadership skills and implement transformational change in their schools.  The ten monthly network sessions will focus on student outcome strategies and practices that lead to increased student achievement.  School Leader Network will meet ongoing throughout the next year with staff from HCPS to ensure progress towards goals and programmatic implementation, as well as to train current principals to take over the facilitation of the district's networks in year five of the TIF Project.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $324,000.00 will be available in the Teacher Incentive Fund (TIF) grant. For tracking purposes, the project number specific to this agenda item is 3005. As of Wednesday, May 25, 2016, the remaining balance less encumbrances for this line item equaled $10,316,700.33.
EVALUATION
After three years of implementing networks with our TIF principals and their leadership teams, we have received both quantitative and qualitative data to show that the professional learning networks are positively impacting principal practice.  Of the 30 schools who participated this past school year, 26 schools met the student outcome strategies (SOS) outlined in their site specific plans.   The schools set goals and implemented plans to achieve the goals.  The majority were successful.  Of the 30 schools, all of them provided feedback that demonstrated program impact.  In June 2017 we will complete a deep dive into overall outcomes that were achieved related to school culture and student achievement as a result of 4 years of participation.
