Approve the Agreement with G4S Youth Services, LLC (Student Services Division)
EXECUTIVE SUMMARY
G4S Youth Services, LLC contracts with the Department of Juvenile Justice to provide residential commitment programs for juveniles under the supervision of the Department of Juvenile Justice.  In Hillsborough County, G4S Youth Services, LLC owns and operates:

  • Hillsborough Girls Academy - an 18-bed facility for girls between the ages of 13 and 21 who are high-risk or maximum-risk juvenile offenders;
  • Columbus Juvenile Residential Facility - a 50-bed facility for boys who have committed non-violent sexual offenses;
  • Leslie Peters - a 24-bed facility for boys between the ages of 14 and 18 who are moderate-risk and in need of comprehensive mental health services;
  • Tampa Residential - a 60-bed facility for boys between the ages of 14 and 18 who are in need of comprehensive mental health services; and
  • Lake Academy - a 48-bed facility for girls between the ages of 12 and 19 who require intensive mental health services.

The district must provide educational services to these clients.  Services are provided on site due to the students being incarcerated.

• Increase promotion rates at all grade levels and the percentage of high school graduates • Demonstrate consistent and effective teaching methods • Motivate students to become responsible learners • Challenge and support all students with an appropriate curriculum
FINANCIAL IMPACT (Budgeted:  Yes)
G4S Youth Services, LLC provides the facilities for instruction at Hillsborough Girls Academy, Columbus Juvenile Residential Facility, Leslie Peters, Tampa Residential, and Lake Academy at no cost to the district.  The education services for this program are funded by FTE funds, in the approximate amount of $2,266,775.  This item is included in the General Fund SAI budget project 4672.
EVALUATION
This program is evaluated annually by Youth Services department staff based on a model developed by the Juvenile Justice Educational Enhancement Program (JJEEP).  This review will be completed by June 30, 2017.
