Accept the Highest Ranking Proposal from CK's Produce, Incorporated - Request for Proposal (RFP) #17036-DST-DD Fresh Produce (Business Services Division)
EXECUTIVE SUMMARY
On May 25, 2017, Procurement Services, in conjunction with Student Nutrition Services (SNS), issued an RFP to establish a cost plus fixed fee per case pricing agreement.  It is the intent of SNS to use locally grown produce as often as economically and seasonally feasible, and feature local fruits and vegetables.

The purpose of this RFP was to establish the best service levels with an emphasis on the ability to deliver high quality fresh produce to individual Hillsborough County Public School (HCPS) sites throughout the district, and develop a training program to provide instruction to SNS employees regarding proper storage and handling of fresh produce for maximum shelf life.  Regulations set forth by the United States Department of Agriculture require the SNS Department to serve more fresh fruits and vegetables to students as part of the National School Lunch and National School Breakfast Programs.  These items will require twice weekly deliveries to approximately 28 secondary school sites with salad bar programs, and weekly deliveries to approximately 188 elementary and middle school sites. Whenever feasible, HCPS looks forward to participation in the statewide Florida Department of Agriculture Farm to School Program.

The initial term for this agreement shall be from July 19, 2017, through July 18, 2018, and may be renewed for four additional one-year options. There is a 30-day termination for convenience clause included in this contract. This contract will be reviewed and evaluated annually and may be renewed by the Superintendent per terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $4,900,000 will be available in the Student Nutrition Department budget, fund 410.  There is no specific project number assigned for these purchases.  As of June 22, 2017, the remaining balance less encumbrances for this line item equaled $44,637,086.30.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer who function as a team.  Reviews are performed annually or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specification and supporting data of the expiring contract.
