Approve the Health Insurance Renewal for 2018 | |
EXECUTIVE SUMMARY | |
Following the district’s 2016 Invitation to Negotiate (ITN) for health insurance, Humana Medical Plan, Inc. was selected and subsequently committed to a slight rate decrease in 2017, and a rate increase cap of 6% in 2018 (the national trend is an increase of approximately 8.5%). There are slight plan design changes and an increase of $0.05 per employee per month by Aetna, the district’s Employee Assistance Plan (EAP) provider. After decreasing the Board contribution for opt outs to $720, the final proposal requires a Board and employee increase of 3%. In addition, with the Affordable Care Act (ACA) still in place, there is a Health Insurance Fee of approximately $5 million paid by the district. Highlights of the 2018 renewal include: -Employee cost for CoverageFirst Local remains $0 -$1,000 up-front benefit allowance on CoverageFirst Local continues -Employees who have other group health insurance coverage may opt out of the district’s plan and receive up to $720 credit for the year to purchase voluntary benefits -Wellbeing program for all benefit-eligible employees, including those who opt out of the district’s health insurance -ESE Unique Aides and 1:1 aides will cost an additional $1,636,314 to be paid by ESE funding. |
