Accept the Reply Submitted by The Standard Insurance Company – Invitation to Negotiate (ITN) #17055-DST-DD Group Basic Life and AD&D, Supplemental Life, and Dependent Life Insurance (Business Services Division)
EXECUTIVE SUMMARY
The district provides Basic Life and Accidental Death & Dismemberment (AD&D) coverage to all permanent employees in amounts equal to their annual salaries. In addition, employees have the option to purchase, through payroll deduction, additional life insurance (Supplemental Life), as well as Spouse and Children Life coverage. In 2016, 3,722 employees purchased voluntary life insurance, covering 1,812 spouses and 1,359 children.

On April 26, 2017, Procurement Services, on behalf of the Employee Benefits Department, issued an ITN for group basic life and AD&D, supplemental life, and dependent life insurance. Eleven providers responded to the ITN, and their replies were evaluated by a committee of district personnel. Additionally, AonHewitt provided consulting services, as needed, to the committee. The committee has recommended The Standard Insurance Company. Pricing shall be firm for the first term of the agreement, July 19, 2017, through July 18, 2021. There is one two-year renewal available. There is a 30-day termination for convenience clause included in this contract.  This contract will be reviewed and evaluated annually, and may be renewed by the Superintendent per terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $1,612,000 will be available in the Employee Benefits Department 2017/2018 fiscal year budget.  There is no specific project number assigned for this purchase.  Funds will be allocated in the 2017/2018 fiscal year budget. 
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer who function as a team. Reviews are performed annually or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
