SUBJECT / RECOMMENDATIONS
Approve the First Modification to the Interlocal Agreement Between Hillsborough County Board of County Commissioners (BOCC) Head Start/Early Head Start Program and The School Board of Hillsborough County, Florida (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
We request approval of the First Modification Agreement between BOCC Head Start/Early Head Start Program and The School Board of Hillsborough County, Florida, with an increased amount of $113,743 in additional Cost of Living Adjustment (COLA) funds.  This modification was received by BOCC Head Start/Early Head Start Program on August 7, 2017, and reviewed and approved by the School Board Attorney on September 18, 2017.  It is the practice of the Hillsborough County BOCC to sign negotiated agreements after signature of the delegate.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $11,584,561 will be available in the Head Start budget.  For tracking purposes, the project number specific to this agenda item is 3102.  As of August 14, 2017, the remaining balance less encumbrances for this line item equaled $1,764,955.24.  These dollars consist of $11,488,063 in Head Start base funding and $96,498 for Training and Technical Assistance. All funds are expended for the operation of The School Board of Hillsborough County, Florida, Head Start Program for services provided for eligible families.
EVALUATION
Financial statements are audited by the BOCC Head Start/Early Head Start Program, as prescribed by law. Federal funding for The School Board of Hillsborough County, Florida, Head Start Program flows through the Grantee, Hillsborough County Head Start/Early Head Start. There is no district-generated revenue used for this program.
